Nearly 30 years ago, I received a phone call from Yalcin Tarhan of WSP.

I knew Yalcin professionally, but I wasn’t expecting the question he was about to ask:

“Can you provide us with an army of inspectors?”

That call came in 1997, and it marked the beginning of CareerPoint Staffing’s long involvement with New York City school building inspections and the NYC School Construction Authority’s Building Condition Assessment Survey, better known as BCAS.

Nearly three decades later, CareerPoint continues to provide architects, engineers, building inspectors, and support personnel for this important annual program.

Over the years, companies have changed, technology has evolved, and the way inspections are completed looks very different. Clipboards gave way to Panasonic Toughbook laptops, and today inspectors use iPads and specialized software.

But the purpose of the work remains the same: carefully evaluating the condition of New York City school buildings and helping provide the information needed to maintain and improve them.

What Is the NYC Building Condition Assessment Survey?

The Building Condition Assessment Survey, or BCAS, is an ongoing program used to evaluate the physical condition of New York City public school facilities.

Each year, architects and engineers visit schools throughout the five boroughs and document the condition of major building systems and components.

Today, inspectors use customized software on iPads to document conditions consistently and efficiently.

What may look like a single observation entered into an inspection application becomes part of a much larger picture of New York City’s public-school infrastructure.

The information gathered through these school condition assessments helps the NYC School Construction Authority and Department of Education understand building needs and plan future capital improvements.

Every NYC School Receives the Same Careful Review

One of the things I have always respected about the BCAS program is how consistent the inspection process is.

It doesn’t matter whether a school is located in Bedford-Stuyvesant or Park Slope, Forest Hills or Jamaica. Buildings are evaluated using the same methodology and inspection standards.

Inspectors aren’t determining which schools deserve attention based on their neighborhood or community. Their responsibility is to objectively evaluate the building itself.

They look carefully at the systems and components that allow a school to operate safely and effectively every day.

That consistency matters.

Behind every inspection report is a school filled with students, teachers, administrators, and staff who depend on that facility.

Behind Every School Building Is a Child

A school needs to be more than simply standing.

It needs heat during the winter. Plumbing and bathrooms need to work. Electrical systems need to be safe. Roofs and windows need to protect the building. Lighting, accessibility, mechanical systems, and countless other components need to function properly.

Children should be able to focus on their math test, science project, basketball game, friends, and future—not the condition of the building around them.

That is what makes the work performed by BCAS inspectors more meaningful than simply identifying deficiencies.

The information collected during NYC school building inspections helps decision-makers understand where repairs and improvements may be needed.

Inspectors may never personally see the new roof, repaired boiler, replacement windows, upgraded electrical system, or other improvements that eventually come from condition information they documented.

But their work helps create the record that makes those decisions possible.

CareerPoint has been involved with BCAS since that original phone call in 1997.

Today, we continue to recruit and provide a significant portion of the building inspectors and support personnel working on the program.

The annual process generally begins shortly after Labor Day.

Our team recruits, interviews, and helps assemble qualified professionals who spend the following months traveling from school to school throughout New York City’s five boroughs.

The field portion of the program typically continues through the spring, while some support personnel remain involved throughout the year.

Finding the right people is critical.

These aren’t simply architects or engineers who are handed an iPad and sent into a school.

Successful building condition inspectors need to understand how buildings work.

They need to recognize deficiencies, understand construction and building systems, document conditions accurately, and remain observant and consistent throughout a demanding inspection schedule.

From Clipboards to iPads: Nearly 30 Years of Change

The program looks very different today than it did when we first became involved.

Technology is one of the most obvious changes.

Paper documentation and clipboards eventually gave way to Panasonic Toughbook computers. Today, inspectors use iPads and customized inspection software designed to improve consistency and efficiency in the field.

The organizations involved have changed as well.

WSP was previously Parsons Brinckerhoff, which worked on the program in a joint venture with Ammann & Whitney.

People have retired. New professionals have joined the program. Inspection processes and technology have continued to evolve.

CareerPoint, however, has remained involved throughout those changes.

That continuity has given us a unique perspective on both the project and the professionals needed to support it.

It also reflects the specialized knowledge CareerPoint has developed while recruiting for architecture, engineering, construction, and public-sector projects across New York City.

An “Army” of Inspectors—and a Lot of Pride

When Yalcin called me in 1997 and asked whether I could provide an “army of inspectors,” I don’t think either of us imagined CareerPoint would still be answering that call nearly three decades later.

What began as a recruiting request became an annual tradition and one of CareerPoint’s longest-running staffing relationships.

We are proud of the architects, engineers, inspectors, and support personnel who participate in the program.

We are proud of our longstanding relationship with WSP and our involvement with work supporting the NYC School Construction Authority.

Most of all, we’re proud that the professionals we recruit contribute to something much larger than CareerPoint.

Every school they inspect is a place where children are learning and preparing for whatever comes next.

One of those students may eventually become an architect or engineer. Another may become a teacher, doctor, artist, contractor, entrepreneur—or pursue a career none of us has imagined yet.

Whatever path they choose, they deserve schools that support their ability to learn and grow.

And that’s why, nearly 30 years after that first phone call, we’re still proud to answer the question:
